The board is empowered to oversee all association affairs. This includes governance, strategic direction, and representation of owner interests. As a part of governance, the board also manages financial planning and daily operations through its partnership with Goldfinch Property Management. The association’s fiscal year runs from July 1 through June 30, with the annual budget proposed in May, adopted in June, and implemented each July. The balanced budget covers both operating expenses and reserves for long-term repairs, replacements, and emergencies, funded by monthly HOA fees.
Goldfinch Property Management handles day-to-day operations, employing a full-time onsite manager, additional full-time staff, and seasonal employees as needed. Their responsibilities include landscaping, pool and golf course maintenance, snow removal, and other services essential for operating River Pines. Goldfinch also manages collection and accounting tasks and hosts AppFolio, the association’s online platform for documents, financials, and communications. Through AppFolio, each owner has access to all association documentation.
To supplement onsite management, the board contracts with additional service providers for specialized needs such as professional lake management, tree and stump removal, roofing, and road maintenance.
